As cities have developed into complex, living organisms, urban planning has evolved, mostly based on 2D zoning. Despite following iconic urban plans (Garden city, Neighbourhood Unit, Super Block, 15 minute city etc…) of each era, new desires have continually emerged within city life, prompting constant changes in urban planning. However, merely layering new conditions onto existing 2D plans to accommodate these evolving needs falls short of creating an ideal city for everyone. We believe an urban planning approach and system that anticipates and integrates the ever-changing desires of people from the initial planning stage is essential.
We propose two concepts for such a city. The first is a physical concept where various programs interlock like Tetris, creating complex forms. The second is a system concept where the city immediately responds to residents’ needs and fosters negotiation among them. Each building mass will form an ideal city through negotiation based on stakeholders’ interests.
This city is planned on a 1km x 1km grid with 50m x 50m blocks and 10m-wide walkways. It utilizes 3D zoning and a modular system, allowing users to modify space locations and materials based on preferences. After negotiations among users, completed modules shape the city, connected by public green walkways and mobility roads.
Our envisioned future city is not only self-sufficient and convenient but also capable of fulfilling the diverse desires of all residents. We aim for a city where every individual’s needs are met, creating a truly ideal environment. We propose the “Negotiation City,” imagining a city that provides an ideal environment for everyone, achieved through continuous adaptation and collaboration.
